In Coburg, entrepreneur Schuckert runs a brothel frequented by locals and city authorities amid widespread postwar corruption. New alderman Van Bohm, honest and idealistic, arrives in town with the intention of working properly, but he falls in love with Lola (Barbara Sukowa), a prostitute, without knowing of her profession.
